concerned over municipality officers conduct

I am writing this as a concerned citizen residing in Tshwane Akasia area. The officials of the municipality seemed to be not doing their work in Akasia office. We have submitted building plans long time ago and when we make enquiries we are only informed that the official who is dealing with the plan is not available. nobody explained his whereabout and that has been going for almost 3 weeks. we were told he locked the building plans in his office. the municipality office is not a private home for an individual but a public place where services are rendered. if he is not available he must give the office keys to those who will be at work. i am so frustrated in the manner this office is doing things, there is no accountability at all and services is not rendered to the public. this will be escalated to the office of the public protector if not resolved as soon as possible
