City of Tshwane,unbearable service.

I have been frustrated fro th last 3 months.The service I get from city of tshwane is so unsatisfactory. My outside metef has been licking for the past 3 months,i have been to the offiices and called thier called centre numerous times and they promised to send people even today.

Last time ,I called them was the 16 August 2018 and they promised to come the following day at 12.Nothing happen. What shoul I do,I am scared of the hidden cost on my account. Who will pay for the waste of water for th past 3 months.
