City of tshwane unprofessional

They hand me to attorney for failing to pay my taxes and rates without sending me warnings and letters containing the amounts I owe. Only for taxes and rates waters and other things excluded since I'm in a cluster estate. They haven't sent me letters last time I went there to request letters thry told me they were on strike and now lawyers are calling me telling me they will come switch off my water and electricity. I pay my water direct to germs as part of my leavy . The only think I am paying the municipality is taxes and rates. I don't have a problem paying inhave been wanting to pay but they haven't been sending letters to me.
