City of Tshwane *****ing from its citizens

R4200 debt has been transferred from somebody's else account to mine. The response was that there is a regulation that allows them to do so. So I have to pay R4200 of somebodies account because the City of Tshwane said so. It looks they managed the municipality debt by *****ing from innocent citizen. On a top very rude in the process of *****ing your money.
