City of Tshwane refusing to refund Church money

The Evangelical Lutheran Church, Majaneng Parish booked the Suurmàn hall for October 2020 and paid the full amount in March of that year. However Covid lockdown was declared and we were forced to cancel. The Municipality was informed via their offices in Temba. Only the holding/damage deposit was refunded and we were informed that the remainder would be deposited into the church account. We submitted bank details as well as proof of bank account as requested. Seeing that nothing was happening we made telephonic follow up and the gentleman at Temba referred us to someone at Head Office. The latter after speaking and explaining our challenge gave us a gentleman who will sort things out. After numerous calls and promises and ultimately no response to calls, voice and whatsapp messages, the refund has not been effected. Even this month, Feb 2022, the gentleman does not pick up calls, it rings until it gets to voice message. No calls are returned nor messages responded to. Up to date, 8 Feb 2022, the church has not been refunded. It now appears to some church members that I have embezzled the money. We are completely frustrated and do not know who to turn to or contact to get the church money refunded. We are desperately pleading for someone to intervene
