City of Tshwane - Perfect example for why SA in a failed state!

They are ****** without shame. I sold my property almost a year ago. Closed the municipal account linked to the property. They closed it, but open a new one against my name AND one for the new owner. Both of us are being charged for the same property. I've been to their offices and I sent numerous emails, to no avail. They DO NOT CARE! They just want to be useless.
