City of Tshwane owe us money!

Still no success after numerous attempts at contacting, emailing and visiting branch in Centurion and Pretoria CBD. I have an amount of over R2000 due to me, but obviously when you guys owe the people of Tshwane money, then you can’t do your job! But let us owe you, then you probably harass us for the money. But I won’t give up, what’s fair is fair. And The City Of Tshwane owe us this money!!
