City of Tshwane or City of Incompetence

During Dec 2020, the online submissions via the e-tshwane site was offline. I report this on the 28th of December, The town council and my ward Councillor Cindy Billson requested that meter readings be submitted via email, and that readings will not be estimated. After sending Photos and readings to the emails as requested, my electricity was still estimated. On inquiring about the issue, the second inquiry was answered with " The meter readings was estimated due to the system being offline. This will corrected on next months account after your January meter readings.". Firstly this does not justify estimations as I followed instructions as per town council and ward Councillor, secondly It does not state the amount they over estimated and payback so I wont be able to know how much they will be paying back , if and big IF they will payback. Thirdly from an Ethical point of view if the town council over estimated the entire Tshwane ,sure they will have a surplus of income for the month of January, *****ing millions from there citizens , at just 1% interest they can still make a huge profit on the amount alone.
