City of Tshwane not doing their job

I have not heard anything from the city of Tshwane regarding my complaint about electrity, it's been 4 days since I laid a complaint, but we see their cars galavanting in our streets, I am not happy about their service delivery, I am a tax payer and I dnt see the benefits of tax. Why are they ignoring us. CITY OF TSHWANE U FAILED AGAIN.
