City of Tshwane Municipality: refund of Assessment Rates/Services overpaid on a Clearance Certificate on 1 August 2017. Refund not received

Good afternoon

We moved on July 2017 and through our lawyer paid R 9 105.36 in order to cover any outstanding amounts on our account. Our lawyer app**** for refund of Assessment Rates/Services overpaid on a Clearance Certificate on 1 August 2017. Our new address and details were registered with Tshwane.

To date we have not received our refund. The Lawyer went to the Tshwane Centurion office twice; he wrote to the Chief Financial Officer; we wrote to the Chief Financial Officer; we approached our Councillor to no avail. We were told it could take up to 3 years to receive the refund. Is this normal?
