City of Tshwane Municipality is a shame!

I sold my property in December 2019, was told early in Jan 2020 that my account was finally closed with refund pending. From Jan - Dec 2020, no refund was paid, it is July, 2021, still NOTHING. The company that has been assisting me Xpress Municipal Consultants have been following up and are told the council has a backlog of 12000 refunds. Now, what I don't understand is are there no employees working there at all, 5 times a week if it takes so long to just enter someone's banking details, enter the amount to be paid out and press PAY. This is really unprofessional and inconveniencing to the last degree. They never hesitate to switch off one's power when they say you're not paying on time, but now look what is happening. More than a full year to refund a deposit? This is uncalled for.
