City of tshwane municipality committing *****

I've been struggling from 2018 to get any assistance from the refuge removal devision and the city of tshwane municipality get my account,credited for services not rendered,due to strikes ,or holidays etc ,I've been charged for services,I paid my account ,but they did not deliver services,I'm also charged for a full refuge in where I'm only giving half a bin due to these dustbin diggers,some neighbours are putting out 3 refuge bins out for an ******* business in a residential area and only charged for 1,this is unfair practice.this is actually committing ***** ,and the City of Tshwane is allowing this.
