City of Tshwane municipality

City of Tshwane municipality can not provide a public service I am sitting without electricity for almost 3 days and know one can tell me with any cer*****y what is wrong and when it wil be fix. I called from Sunday morning 4 am 19 July 2020 and now today I called 3 times already 21 July 2020 still without any electricity. I am waiting for a pre paid meter change but know one have arrived yet. Can someone please give me any options to get hold of the person that will fix my problem?
