City of Tshwane Municipality - billing

I have the same issue, the house was empty nobody stayed in the house for 6 mouth. At the meter the tap was closed. The next mouth I received an account of nearly R7 000(Jan 2015). All they said the meter dial was dirty, and they never could show me the old meter to confirm the reading or dirty dial, the house is only 6 years old - DIRTY DIAL ? I have sold the house in Oct 2015 and still I get an account every mouth ... that they carry over this mouth to my new account. The new owner said he also pay every mouth his account. The house is now been billed dubble. Were is South Africa going!! Or maybe the people do not know there job? Japie Claassen ***
