City of tshwane municipality are useless

Multiple complaints has been done regarding,******* businesses from houses in a residential area,westpark,ward 3,taung street,cordelfos street ,iscor street,pretoria west,roads are blocked by vehicles,daily,cars being repaired in the street,daily, spray painting,daily,reffing of vehicles,racing in street, happened daily,load music,substancce abuse, daily,every day monday to Sunday,its a nightmare living in this area, metro police dont care,the city of tshwane refuse to sort out this problem.why,no help from metro police,not the municipality,no bylaw enforcement.
