City of Tshwane Municipality

it has been 9 months that i do not get my statements. no more email or SMS . i use my phone to guess how much i should pay on the last day of the month if it does not give me electricity, i know it has paid my rates and taxes. i have to travel to the Akasia municipality just for a printout. yet they send me without fail the statement of the flat i owned and sold in 2008. The Credit dept has decided for me that i pay my bill on the 20th of every month. i do not get paid during the month. i get my salary on the last day of the month. sometimes they block my card on the 21 . Sometimes they disconnect and block the card if i happen not to have paid on the beginning of the month and on the 21 . the bill will include the one that i must pay at the end of the month plus the service levy. my query is, how can they include the next payment which i must pay month end on the arrears making it more difficult to pay the 60% to make arrangement they must consult with me to know on which day i am able to pay which is only fair for a person who gets paid on the last day of the month to be given from the 1st to the 7th of every month .i cannot pay on the 20th.
