City of Tshwane municipal cashiers

Arrived at the centre at 11 am, to activate my rates and services. The guys at customer service assist me very well and guided me through the whole process. When I’m supposed to make a payment the cashiers close their tills and cash up without any communication at 15:08 and knock off. Now it’s 15:50 still waiting there, no1 is communicating any thing and there is no body that is saying anything or willing to do so
