City of Tshwane Manicipality

I would like to express our ongoing battle with the City of Tshwane Manicipality. We reported a leaking meter box two months ago. Even today we have not been assisted. We have been making follow-up calls with them but we are not getting any help. But we pay the municipality every month with no doubt. Is this what we voted for?
