City of Tshwane

So I am trying to make an arrangement for my late mothers house, and since there are still some ongoing legal matter between my step father and I, i cant get the letter of authority which make it hard for me to fix things. The City of Tshwane Municipality doesn't have a way of assisting me to make an arrangement even if i have a Will stating that the house is left with me, I have the original death certificate, ID & BI to prove that I have authority to fix my mothers things. Instead what I'm getting is people that want to assist me at a fee in corners!
