City of Tshwane Buses .. !

Can somebody tell us, are city of tshwane busses over the traffic laws or something ? Almost every day the municipality buses they driver anyhow they like, they stop how ever they like, they can just block ur way /traffic, and cause traffic jams without even fearing anything, so Are they above the traffic laws or they have special permit to drive anyhow they like ?
