City if tshwane municipality are useless

The fact that minimal bylaw enforcement are done from the minicipality with the metro police,regarding fireworks,no one us available during December on calls ,complaints ate not dealt with ,fines can be issued, expecially before ,on chrismas and after christmas,there must be permits issued with payments ,and inspection,the public must not be allowed to shoot any kind of fireworks.
