Burst waterpipe for 1 month without any reaction!!

My house is in Constantiapark ,Pretoria and situated on a hill. My driveway is on a heavy descent down to the house. I've got a burst water pipe right outside my gate which causes a \river"of water running down my driveway through my yard down to the neighbor behind me. I've reported this pipe the 19th of March 2015 with Ref no. 644062. Since then myself and my 2 neighbors who are affected by this mess are phoning the call center 2 - 3 times/day with the same ref number. The consultants all have the same old story"
