Bloakage in my yard

I have a problem in my yard, where by there is a bloackage which i reported on the 10/09/2015 which was on Thursday, and was given a reference and that the matter will be attended to, till today the matter is still not attended, and my yard smells and can't even eat, and when making a follow up with them i was told they will send someone, it was on friday the 11/09/2015, then today on monday i tried calling them making a follow up again the line kept me on hold for one and half hour and couldn't get any assistance,<br> <br> i just dont know what to do, due to my health and my family, am i suppose to sit in a yard that is full of those things where as i've reported the matter.
