Bin refused based on color, but no new bin delivered yet?

Mu dustbin was ****** from my residence in 2018. I purchased a new green dustbin to replace the ****** black dustbin, with the hope that no one would steel a green dustbin as it stands out and could be identified easier. Now all of the sudden after being emptied for a year, the waste removal guys start refusing to empty the bin as its not black. I completed an application for a new bin on the 15/04/2019 and submitted it with an affidavit for the ****** one, and to this day have not received any feedback.
