Billing is too much

During month of August i had arrears amount of R479 but the financial charges were R1265 which they say it included cutting of electricity on the 3rd which was never cut or blocked because i was able to buy on the 4th was advised to an affidavit stating my facts. I did an arrangement on the 3rd of September because now the total outstanding amount was R1762 but had to pay 60% to make one i did even have the arrangement letter but on the 8th September they've blocked i can't buy electricity when i get to their offices I'm told the current account was issued on the 4th September and have to pay so they can unblock for me they've added financial charges again which they say i need to do an affidavit again, this is really frustrating it's not fair financially its demoralising because i have no other option as they are the only provider for this services thats why they are taking advantage i was unable to pay R479 how could you add R1265 on top and what's the point of making an arrangement if you have to pay 60% upfront and still your services get cut with an arrangement in place? I am very much disappointed in their services
