Being Refunded credit on my rates account

I find it shocking and disappointing that the City of Tshwane Municipality refuses to refund a credit on my municipality account. When I called to esquire about being paid the credit on my account i was told it can only be paid if you have closed the account. Its a rates account i dont want to close it. Common sense should prevail
