Bad to no service

I have phoned the minicpality on *** on Monday the 23rd of February to report that my water meter was leaking and even when i close the stopvalve my meter wheel is still turning. The person then gave me the following reference number 636964 and said that they will attend to it between then until the 25th of February 2015. On the 25 th February when i arrived at my residence after 16:00 i realised that my meter is still not fixed. I then phoned them again and i was on hold for more than 32 min. The person then told me that it was booked for the 26 of February. On the 26 February i phoned them again because meter was still not fixed. The person then told me they moved the complained the the water department and they will attend to it urly the next day cause on the system it shows that the problem was supposed to be resolved on the 25 th of February. On the 27th i had to phone again cause of no correction on my meter. The person then said they will fix it that night or at the latest this morning.
