Bad service with licencing department PDP

I get to the place to do proffesional driving permit here by the centurion licencing department ,they told me they not doing it as i should go to waltloo which is too far from where i stay and i don't even know the place , bad service why is the municipal taking the service away from us people living around centurion . I hate these as it cost us lot of money to get there. Can you please help us with the centurion licencing department to help us do the PDP again....
