Bad service from city of Tshwane

Hello last year I received my rates and taxes statement saying I owe 10000 that I need to pay of else I might get interruption on my services ,so I paid what could I do in December when I went to their office they told me they were doing estimations on my bill for like 6 months so the following months I took meter readings and my bill went back to normal then the following 2 months I didn't submit meter readings and it's still normal .this is wrong I feel ****** of my savings I am in debt because of the incident that doesn't make sense
