Bad service for account billing

I been paying Monthly bill, since March 2021 I am in arrears but the bill is decreasing. I don't know if I am still paying City of Tshwane or the debt collectors of Tshwane. When I inquire with the customer service. They said they don't know what to tell me or where can they refer me to for assistance. But they can see that the account is being paid.
