Bad Service

Im seven month Pregnant woman.<br> I switched off my light as i was moving to another place .I went personally to The Electricity department they gave me a letter for closure on the 27/05/2015.I request my refund and they emailed me a form to fill and send it back which i did.After three onths ,I tried calling them for when am i receiving my refund they advise me to come personally.I had to take a day off from work .When i got there i was informed that im on the waiting list as so many people are still waiting.Today i went back again olny to be informed by the different guy who work for the same department that the is no form of mine and i wont receive my money.How is this possible as from the first time i was there they could find it . I also took a day of from work which was not productive .How long must i wait?
