Applying for jobs for more than 10 years religiously at City of Tshwane and other government institutions, with no feedback

For more than 15 years, City of Tshwane releases at least 1 Job Forum per year, of which I study intensely and apply for jobs I fit the criteria eg. Coloured woman with at least 5 years administration experience etc. I have never app**** for a job that I am not experienced or equipped to do, I am not a time waster. It has been more than 12 years that I have app**** each year for at least 10 jobs, last year, I app**** for 50 jobs using the online method, the years before I have gone the manual cv and application route and handed it in at my dearest depot, which is Watloo Pretoria. and for 12 years, I have not as much as received a regret. How does 1 get the attention of the HR Manager or event he City manager for that matter to explain the process. I have kept decorum and remained silent for very long, the DA had promised that Coloured people will not be overlooked, but even with them ruling in some cities, they fail us. This is not a racial cry, I just really need to understand how it is possible to apply at a government institution for more than 10 years and not even get an interview? And City of Tshwane is just 1 of the government institutions I apply at every year, even DPSA, SAPS, DOC, DOE, the list goes on. I say it again, I am not a time waster, I only apply for jobs I have the experience and knowledge to do.
