Adjustment Rates

What are adjustment rates? Why is it that we are only given a month to pay this adjustment rates , in our case they came up too R6200 and since we cannot even pay half the of that amount now our electricity is blocked. We are now living in a house without electricity because we cannot afford to pay for those adjustment rates.
