You cant lay a complaint / escelate matters because we are protected by by-laws - stuff you

I bought a new house in September 2018 and was not staying there until i decided to move in this year. Before moving in , I called city of joburg and requested a statement and informed the call center lady that i will be moving in within 3 weeks and i need to ensure that all is in order and I need to settle whatever monies owed. Needless to say the statement never arrived even after 3 calls to the call center. On Wednesday the 30th Jan 2019 , City power came, disconnected my meter and left me without power and did not even have the decency to give me a call instead they left the security with a pre Termination notice that was supposed to be mine but was for another property and left. I went to the City of Johannesburg sandton regional office to find out what happened where i was told it was an administrative error, they then shared my statement balance with me and i paid R1603 and was told I will get connection within 3 days as they have sent instruction for city power . the next day I get a call from the call center saying that , they have not actually sent someone through but i need to go myself to Booysens to sort it out. I called the City power call center to complain about the service and escalate the matter and I was told that i cannot escalate the matter and even if I did it would bear no consequence as "City power is protected by bylaws and that's how it is" so this is the attitude that City power has when my meat and groceries are getting rotten because bad service and i cant do nothing because they are protected????
