Wrongly billed and threatened to cut water

I live in an estate for the past 9 years, we have a common water meter and the estate bills the residents individually. In Oct last year, COJ billed me for water and sanitation from 2010 for R25000. No other resident has this issue. I've been to the midrand office on 3 occasions have been sending them emails on a monthly basis and 8 months later, it is still not resolved. I have provided proof and all supporting documents. Last week, COJ arrived at my home to disconnect my water and electricity. This is incompetence at it's highest level. The don't care attitude of their employees is a disgrace, my only next steps is to take this to the press and get legal assistance.
