Water interruption notice for neighbor but my water supply cut instead.

I found a notice on my gate to announce that my water supply has been interrupted due to non payment, however the letter was for my neighbor who is in arreas. I have no water since 4/12 and my neighbor has water. Several calls made to the call center ref number that I was given is ***, Spoke to several agent, and the one who stood out is Kholeka who put me on hold for 30 plus minutes and did not assist me. My account is paid up.
