Water cut off

I received a call from my helper to say that City of Johannesburg has just cut off our water. They say that we are in arrears. We paid the account on the 5 October so were 5 days late. But the money is reflecting in their account. When I called them they tell me that we were late and thats why it was cut. When I asked you they didnt' cut it before the payment they can't answer. I spoke to Mpho Mogathi and she and her colleague were not very helpful. Their terms and conditions state that they will bill you, if you do not pay it will reflect on the next months statement and then you have 14 days to pay. We paid 5 days late!!! Not one month !!!
