Water and rates account

A new water meter was installed at the property, no jobcard was available for the new meter at my property.however the jobcard that was at hand was for a different consumer/client.since then 10/2017 ive been in and out of their offices .the debt, after the installation escalted to 130 000.since then i struggled and eventually last month(7/2019) the reversals and corrections was made on the account.the current debt is 50 000.00 and the city requires 35% deposit and the balance repayble in monthly instalments!. I must now borrow that in order to avoid cut off.im willing to pay my dues .MY QUESTION...WHY DO CERTAIN CONSUMERS HAVE TO PAY AND OTHERS NOT.WHERE IS THE DEMOCRACY???
