Water account issue

Good day<br> <br> Water supply to my house has been cut off due to non payment of the water used to build the house. The house is new development and I moved in last year November. This year I have a bill of +-R6000 which include water used to build the house by developer.<br> I went up and down with the developer, they are not willing to pay. Now I want to make arrangement with the City, I'm told they can't do anything with the account as the account has been handed over to City lawyers. I phoned them several times without any luck. Please help me to resolve the matter. It has been two weeks now in my house since I had running water. All I want is to make arrangement with them so that I can have running water in the house
