Wait and more wait

<p>I was told to pay R650 to Dean Human at the council as he facilitates refunds, this was in August 2015 and numerous emails from him for nearly a year keep telling me that the refund is in process and he will follow up. I decided to go to the council myself today and found out that he only requested my refund on 18 May 2016. The staff at the branch I went to do not k ow of him. It his logo on all emIls is the council logo. Please can someone advise me as to a legal re purse to get my 650 back from him for non performance</p>
