Very bad attetude no help at all!!

I got my account today as I so well knew it's a total mess , as City power is taking their own readings again, as long as they used the meter man my account was always 100%, this month my account is double what I always pay, I did phone in my reading on the 16th , I also asked the agent to move my due date as there is No way my account can be paid on the 19th, today I have and estimated reading on my account with a hundred and four extra charges AND a pre termination letter charge, I mean really my account is paid first thing every month, just because i can't pay 10 days before payday doesn't mean I need to be penalized on it? Now i phoned the call center this morning , I need some answers I will NOT pay this account , first agent , sorry I don't have answers, second agent just left me hanging on the line for 10 minutes and the last agent just simply drop the phone on me , I feel so helpless because these guys can do what ever they want and we just HAVE to pay what ever they charge us.. Seriously something need to be done to this useless staff...
