Useless City of Johannesburg

What a useless bunch, we keep getting huge bills, then call the center, promise to send someone, no one comes and ongoing big bills. The meter reder has not been to our read our meter for about 1 year. Now 2 bills for the same month, as apparently, they installed a new meter, trying to tell them they did not. Now have to phone a different department. Have called over and over again, wait for a long time in line, then get to 1st in lime and the call disconnects. Nothing works anyone that os government run, it's pathetic.
