Unresolved water leakage on my property

There is a major water leakage on the entrance to my property and I have been calling to seek help with no success

I have had several reference numbers but they get closed without the issue being resolved. please see the historic reference numbers below

I have also called today and the consultant stipulated that the verdict on this matter is the leakage was fixed but that's not the case.
