UNJUSTIFIED CHARGE BY CITY OF JOHANNESBURG

Every single month the City of Johannesburg Bills its customers with the total due date being either the last day of the month or between the 1st to the 5th of the next month. Out of nowhere I received an account in August with total due date being 28 August. As I have always received an account with total due date for the end of the month and/or the beginning of the following I have always paid on time, every single month, by the last day of that month. So as usual and as I (as well as hundreds and thousands of other customers do) paid this account on the 31st August (Monday). On Tuesday I returned home and found a Pre-Termination Notice on my gate saying I would be cut off. I could actually not believe it. To top it I have now received account for September and notice the total due date, brought forward even earlier i.e to 25th September AND a charge of R241.68 for a Pretermination Notice! The average person only gets paid on the last day of the month. Is this a money making scheme to recover R241.00 from all customers by bringing the date forward so early ? This is unfair and unacceptable. I have addressed a private email which I doubt will be answered!
