Unexplained Property Rates

My municipal account (Property Rates section) for Dec-17 shows a list of debits and credits, which have no dates, no explanations, and no pattern. The net result is a R9K shortfall.

Why should we pay for the council's inability to run their own affairs. Surely at some point this chaos (An African Class City) becomes enough for a class action, where we can hold them accountable for their own uselessness?
