Unable to get my money back from CoJ

Trying to get your money back from CoJ seems impossible. I accidentally paid money into an account that covers a garage and thus has a R0.0 charge. That was last March. Till today, I have not yet gotten my money back. Every time I try to follow up, they issue a new reference number and ask the same questions and for the same documentation, which I supply .... and then nothing happens. How do I get them to refund me or transfer this money to my other CoJ account?
