They tell me i owe money

I got a call from a guy he ddnt say his name or he did say im not sure he said he is calling from City of Johannesburg regarding my account that i owe R5000 and coupler rands n he want to know when im i going to pay n that we can make arrangement. I asked why me cos from where im staying there is no one who pays for municipality, he was rude he said he called to make arrangements not to discuss about community i said i have financial problems for now n in working part time jobs i can only pay R50 hence im saying he was rude he told me he doesnt want that R50 i must keep it he want from R500 i said i cannot afford to pay that amount, he said they going to disconnect my services. I asked why they were not sending us letter or statement for us to pay unlike calling now while the amount is high, he said they were sending statement and everybody from my area does not pay n they going to disconnect for all of us i asked why is everybody not paying is because we dont know about paying for services, he said why we ddnt go to offices to check, i said check what cos we dont know n we were not informed. Can a manager or somebody up there sort this mess cos its their fault that they were sendi
