The gross and growing incompetence of 'A (World Class) African City'
1- I have spent 10 months trying to get a refund from the City of Johannesburg. I have been to the walk-in centre 5 times (as this is the ONLY option available to anyone). I have been promised help from 2 people who personally assured me they would sort out the problem. These people have been called and e-mailed on numerous occassions - with no response. I have been given 3 telephone numbers for the Refund department which I have called countless times and have yet to have a single call answered...the phones just ring and ring and ring and ring - I'm convinced that these phones are in the ba*****t being 'manned' by a blow-up doll with a slow puncture. Every time I visit the call centre I'm assured the problem will be solved only to discover that after the '1 month' wait for clearance I am met with a 'refund rejection' and I'm told one of 2 things: (A) either some brand new element is needed which was never mentioned before (last time - after 5 months of this) I was told I needed to supply certified bank statements dating back to 2012 (the reason for this is nonsensical or unknown), or nobody has any information - the reason for rejection is not on their computers, so no help or logical advice can be given. After 10 months I have not found a single City of Johannesburg employee who is honest, competent, fully literate or even vaguely willing. The only people who believe that Joburg is a 'World-Class' African City have clearly never left the country and seen what a World Class city is.
2- For the last 6 months I have not been receiving bills from COJ. Every month I call up and ask why I'm not getting bills - Every month my bill is sent from a different e-mail address from whoever I'd just spoken to (because who needs consistency). Every month I request that my bill gets e-mailed and not snail mailed. Every month I'm told that it's been changed on the system and my bills will be delivered electronically - and yet - somehow - every month the system seems to magically revert back to snail mail. In this day and age, who honestly gets paper post anymore? -So, Dear City of Joburg: Please join us in the 21st century and stop wasting tax money on postage and paper-printed invoices.
