Terrible service

Contacts me after 4 years for a rates account(over R65000) that I was not aware of, my mistake I was told by the realtor that it was part of the body corporate fees, rates are being charged at Business rates for a residential complex, wasted 6 months waiting for multiple employees to attempt to fix (including their ombudsman), all they did was change is to residential going forward, so I was charged 3 times more than I needed to be and the CITY doesn't care, and now they have reset the rates again to business because they feel like it, can't you operate honestly, why must you ****** money like this
