Taking reading on leaking meters and disconnecting the water

In 2022 City of Johannesburg took water readings while their water meter was leaking and not repairing it. The bills went up and they disconnected my water on the 14th of June 2024. I was asked by Sibonelo to complete an agreement form and pay 10% of which i did on the 28th of June. I was then told that my water will be reconnected and it wasn't.

I followed up and went to the City of Johannesburg offices on the 8th of July and I was told that their systems are offline and they cannot reconnect my water. I sent numerious emails to Sibonelo without responses.

Today I went to the offices again and was told that I need to pay 30% reconnection fee as my June agreement is null and void. I have videos of the water leak.
